Reporting to the Director and Registrar, you collaborate on the strategic planning of the Service, define the objectives and priorities of the General Secretariat of the registry, plan activities, lead and oversee the team responsible for preparing minutes, resolutions of the Executive Committee and the City Council, municipal regulations, and prioritize actions to ensure the achievement of objectives. You are primarily responsible for compliance with all legal and procedural aspects related to the drafting and authentication of the City’s official documents.
You are responsible for the procedural handling of public tenders, monitoring the signatures of contractual commitments, and the sale of properties for unpaid taxes.
You identify best management practices, update and develop policies, programs, standards, and administrative procedures, and implement measures to optimize the efficiency and effectiveness of the activities for which you are responsible. You act as a consultant for any questions related to your area of expertise by carrying out complex analysis and research mandates, and you represent the City of Laval on various committees.
You are responsible for access to documents and the protection of personal information in accordance with the provisions of the Act on Access to Documents Held by Public Bodies and the Protection of Personal Information, and supervise the activities of employees in these teams.
You also perform the functions of assistant registrar. In this capacity, you contribute to the mandates of the Deputy Registrar. At the request of the Registrar, you participate in the Executive Committee and the City Council. You may also be called upon to carry out tasks assigned to you by the Registrar. Upon request, you collaborate with the Registrar in her role as Chair of Elections.
Finally, you participate in the annual budget preparation by assessing the needs for human, material, and financial resources, and you manage and control the budgets under your division.
